Reverse - A woman standing on the lowest of three steps, draped in flowing robes presents a document to a regal figure, standing on the top step, who reaches out to receive it. Behind the woman on the middle step is an oval shield, a coat of arms upon it surmounted by a crown. The final element is a throne constructed of winged lions that sits behind the regal figure.

Another of these elusive medals. Since I have no reference as yet for medals from the Netherlands and Belgium of the Napoleonic era I'm left with lots of questions. This medal is an absolute black in color but the color is a coating of some sort. Because of this many of the tiny lettering is obscured particularly below the obverse bust and the exergue area of the reverse.

 
While my Latin is limited I would venture to guess that the obverse legend proclaims that the "Happiness of the Nation comes from it's King" or something of the sort. Always welcoming a better translation...
