I purchased this token off the internet at auction. The seller had no idea what it was but tentatively identified it as Austrian. I believe from some additional information I found that it was actually struck by the Belgian revolutionaries of the period. The information that follows is copied from the Belgian coin dealer Jean Elgin s. a. website that had the same token for sale and described it as:
 
Cu. jeton, 1790. Flandre. Célébration du retour à la liberté. D/ JVGO/ AVSTRIACO/ EXCVSSO/ RELIGIONIS ET/ PATRIAE/ LIBERTATE/ VENDICATA/ SOLI DEO/ HONOR/ I789 dans une couronne de laurier. R/ EX/ DECRETO/ COMITIORVM/ FLANDRIAE/ I790 dans une couronne de laurier. De Coster, 903.
